An ecosystem is a set that contains the environment and those that compose it and inside of which everything interacts. Everything works this way: we necessarily impact the environment in which we evolve as much as it impacts us.
Following this principle of ecosystem, let’s begin with estimating all the resources that man exploits today, and that are fossil; thus that do not renew themselves. For example Water: let’s estimate how many liters of fossil drinking water there are as groundwater, glassier etc… today.
Then, let’s allocate for each of those fossil resources, a part to each human being on earth. Not because the resources are their own, but because they have the responsibility to exploit them.
Now, in case a city, country or company wants yo exploit a part os a fossil resource, then this entity will have to pay to whoever is willing to sell his or her exploitation right.
For example: let’s say we are 100 and we dispose of 1000hl of water in a water table. We would allocate 10hl to each person. If now a company wants to use this fossil water, it will have no other choice than buying the exploitation rights to someone. Let’s say it buys 5hl per year to someone. At the start of the 3rd year, the « seller » will have nothing remaining and the company will have to find someone else. The plan is so instable, that noone will be willing to bet on fossil on a long term. Moreover, collective intelligence will emerge before we reach the end.
If it appears that a new source or deposit of a particular fossil resource is discovered, then the excess will be shared to everyone and we will all increase our « capital ». This is totally in favor of research and new discoveries; thereby creating a true economy of knowledge.
If the population gets bigger, each will percieve it seeing his or her « capital » of fossil resources eploitation rights diminish. Thus, we would favor an autonomous regulation of population.
In the current economical context, with different jcurrencies everywhere, the implmentation of this model would require a secure and decentralized way to handle the « capital » of everyone as much as the validity of the transactions. I suggest to use blockchain, however we would need someone with deeper knowledge in the purview in order to build the model.
In the current policical context, it would also be difficult to have some chiefs of states admitting that no, this oil; this water is not theirs any longer but belong to the people. By the way, the very notion of « people » in some countries doesn’t include women or people from lower social classes… Here, I suggest to start small (at the scale of a country? A city?) but I admit that implementing this model would require the help of someone (or several someones) to create a real plan.
The question I have no answer to today, is how do you measure the fossil resources that are used?? Should states be involved? Then, should we tax the fossil resources exploitation rights to allow this involvement? No idea. Anyone??
